Mandatory selfsuck in the army?

Hey guys, I heard somewhere that in a particular country their army is mandated to selfsuck. Has anyone heard of this? Not sure where but I think I remember them saying that it is mandatory in their country for people in the army to selfsuck. Is it true ? And where ?
